This reminds us of the traditional Chinese marriage arrangement:

Once the first wife (older wife) is secured, the husband will pour all his affection & attention to the second one (the younger concubine)

Bus companies have 2 types of customers:
1. Bus riders
2. Bus spam advertisers

Whose interest will go first in the event of conflicts?

KMB's pitch to its advertising customers regarding the power of, ... daily, high frequency of [bombardment of commercial messages] to a Captive Audience (also customers of KMB) on their public buses.

In doing so, it neglects its obligation towards its primary customers - riders.

 
Real Intent
But Real intent of bus spam is to improve profit picture of bus operator as revealed in the above quotation.
 
Profits Larger than Heaven

Bus operators tell the public that bus fares will not be lowered but they will enhance value of the riders by [Bus Spam].

But whose values are the bus operators referring to? And they maintain that they would listen to bus riders?
